Indian Railway Finance Corporation is the dedicated borrowing arm of Indian Railways, raising funds from markets to finance rolling stock and railway infrastructure, which it leases to the Ministry of Railways under cost-plus lease agreements. Its earnings are essentially a regulated spread over its cost of borrowing, giving it very low credit risk but limited margin upside; it has been expanding its mandate toward funding railway-linked infrastructure entities.
It is one of India's largest NBFCs by balance sheet, with sovereign-linked, near-zero-NPA lease assets.
